Yes , although ra value of 0.2 microns is the most opted for suffice finish in most cylinder applications , we can definitely hone to much finer finishes , for example upon using 220 grit stone and further polishing with 320 grit emery sheet in ST52 hydraulic cylinder , we have achieved a consistent output of 0.07microns Ra value.
Hatch angle in honing is a desired visual effect achieved by the rotational and reciprocator actions the honing abrasive tools , this creates peaks and valleys with minute pockets for oil retention reducing the friction between 2 sliding parts , hence its one of the most desired outcome in internal combustion engines and hydraulic cylinders , where in the piston sliding inside the cylinder through out its work life.
Both these cylinders have their own merits and demerits , one of the major differences is the surface texture and parameters, while honing helps you achieve various parameters like Ra, Rpk , Rvk ,Rz , burnished tubes focus mainly on the Ra value. hence the oil retention the cylinder walls that provide thin film lubrication for the seals against the abrasion of the walls will be less in hydraulic cylinders which are honed. Also the helical oil grooves helps in the sliding action between the mating parts.
Plateau honing in its broader terms means honing in such a way that the peaks seen in a surface roughness chart gets plateaued by reducing the roughness of the honing grit and increasing the flatness of the plateaus while retaining the valley depth of the rough grits, however some companies have used this name to identify their double expansion honing heads which help in honing the component in 2 stages, but this need not be always the case to achieve a plateaued result.
The 2 most common applications of honing are Engine cylinders and Hydraulic cylinders. other than this there are various applications like Borewell Hammer casings, Gun Barrels , pnuematic tools etc. Essentially where ever there is sliding application reciprocation application within a cylinder honing is recommended.

Although each manufacturer uses the term honing and tries to name each of thier new technology or innovation with a new name in honing , broadly speaking there are only 2 types of honing Internal cylinder honing and External cylinder honing.
Honing is a surface finishing operation for both internal sea external cylindrical surfaces, which needs higher surface finishes which are generally not achieved by boring or turning.
